Abstract
A theory is proposed to explain how electromagnetic waves are created from a strong earthquake center in the Earth. From an increase of the high stress in rock exo-electrons are excited, and there appears an instant dipole, from which the image of the dipole appears inside the Earth. Then we can observe electromagnetic waves emitted by the dipole-image appearance and change. We show that many observation characters of the electromagnetic waves are explained by our dipole-image model
