Abstract :
The paper outlines the status of Variable Message Signs (VMS) on urban expressway in Beijing, and analyzes the reason for benefit generated by VMS. Firstly, the criterion system of VMS evaluation is built. Secondly, the means of data collection related to criterion system are ordered. Thirdly, the approach to VMS evaluation is determined as with or without method and cost-benefit analysis, which is based on evaluation of Intelligent Transport System. The VMS which is on the east of Jimen Bridge is evaluated as case study. Results show that VMS have a good effect on the increase of traffic flow rate, and the decrease of duration and frequency of congestion. The paper will provide scientific suggestions on evaluation of VMS in Beijing.
