Abstract :
The aim of regulation in electricity supply industries is principally, but not exclusively, to promote economic efficiency. This paper begins by reviewing the main elements of network regulation the network pricing structure, network access and network price levels-and describes how effective regulation realises potential efficiency gains. The paper then proceeds to discuss the principal problems associated with regulation. The paper concludes by prioritising the issues for practitioners of transmission regulation
