Abstract
This paper describes the changes proposed by ISO New England Inc. (ISO-NE) to the designs of LICAP (locational installed capacity) and LFR (locational forward reserve) market. The proposed changes would incorporate operating/planning procedures in the market design to make it significantly less complicated and allow the marketplace to scrutinize the operating practices and question the reliability standards and their economic impact.
