Abstract
The revised electric utility law was approved in June 2003 in Japan. In the process of the debate on the new law, one of the main issues was elimination of pancaking problem. In this paper, we assume a deregulated environment after the elimination of pancaking problem. We carry out power flow calculations using the IEEJ EAST 10 machine model and calculate contributions of individual generators to line flows using three different Tracing methods. And then, we focus on the contributions of individual generators to a tie-line and find out adequate tie-line utilization. Finally, we propose a congestion management method for sudden congestions in a tie-line.
