Abstract
Reportedly, accidents and disabled cars accounted for 20% of all the causes of congestion on Metropolitan Expressway. For this reason, the Metropolitan Expressway Public Corporation (MEPC) had been called for earlier discovery of any abnormal incidents such as accidents, disabled cars, fallen objects, etc. to secure safety and alleviate congestion. To meet this demand, the MEPC has been putting forward a feasibility study for the introduction of an automatic abnormal incident detection system employing image processing technology. In 1997, it began operating the system on a trial basis in the tunnel sections of the expressway. This paper outlines the feasibility study we conducted on the experimental system including the results of various verification tests
