Abstract :
Government institutions worldwide are exploring organizational change strategies to expand their capacity to protect the environment. The paper describes how organizational learning, community building, and facilitation are gaining worldwide recognition as imperatives for this constant organizational change. The authors outline a preliminary strategy for the Wisconsin Department of Natural Resources initiative to improve organizational performance and facilitate innovative stakeholder collaboration. For businesses, organizational learning and related fields are recognized as critical ways to improve competitive advantage.
