Abstract
In order to solve the complex traffic flow problem, a novel six-phase intelligent signal-planning model is proposed to minimize the waiting duration that all cars spend on the road intersection. In this model, 24 hours are classified into several sections, and then, an improved neural network method is used to study and forecast the number of vehicles. Finally a genetic algorithm is employed to issue the real-time control. The results of simulation show that the method is correct and effective.
