Abstract :
Because of different television standards, format conversion is necessary to interchange video programs globally. To this end, temporal interpolation is required for conversion between formats with different frame rate. Adaptive interpolation based on motion estimation offers movement-oriented filtering and provides significant improvement over other methods. However, algorithms proposed so far do not offer a sufficient conversion quality when the motion in the scene is critical. To overcome this problem, a new algorithm for frame rate up-conversion considering multiple motion is developed. At first, a set of candidate vectors for the true movements are detected by block processing and then the appropriate vectors are assigned pixel-wise. Finally, the missing frames are interpolated using these vectors. The proposed method is evaluated by computer simulation and simulation results are included
