    The new farmers are subjects of constructing social new countryside. Its basic way is to develop rural vocational education, expand rural higher vocational education and bring up new farmers to develop the human resources. Such influence factors as bringing up new farmers in agricultural colleges and universities is described. In the paper, first, the theoretical triangular fuzzy number is put forward. And the importance of developing higher rural education and human resources in the rural. Then the influencing factors of developing higher education and human resources in the rural is analyzed and arranged is built based on the influence of the social factors, the labor force employment market, the system setting, the school direction and the opportunity costs of School Life. At last, the index evaluation is worked out. And the triangular fuzzy number is a operable approach. So it is a effective and scientific quantitative analysis for developing higher rural education and human resources in the rural.
