The traditional way of oil shale development and utilization often focus only on industry economic performance, but ignore the overall environmental and social benefit, which cause severe environmental destruction usually. It is a very efficient way to design an ecological industrial chain in order to promote utilizing efficiency on oil shale development. This measurement will coordinate protecting environment and promoting efficiency in the oil shale development.
