Abstract :
Driving restriction by car tail number is an important measure for decreasing traffic demand, and it has a certain effect on alleviating traffic congestion and reducing environment pollution. The article, from the economic perspective, defines car users greatly impacted by driving restriction as analysis object, and conceives trip utility function of car before and after driving restriction, then analyzes the changes of marginal benefit, marginal cost and trip utility of car. Finally, the article draws the conclusion that trip utility and trip marginal benefit of car will be reduced after implementing driving restriction. The study has an important significance on interpreting transient effect of driving restriction by tail number and fundamentally finding effective measures to eliminate traffic congestion.
