Abstract
Servicing a network and servicing it efficiently involves considerable maintenance costs. This paper concerns the accounting for the costs of the Internet. Several suggestions were proposed for systems that aim at distributing network capacity more evenly between its users. This includes bit rate limitation, bandwidth limitation, shifting file transfers to off-peak times, additional payment for high priority data, data transfer priority, and network abuse elimination.
