Abstract :
The imposition of ground delays in an important control procedure used by the Federal Aviation Administration (FAA) to prevent excessive airborne waiting time. FAA´s present practice of allowing airlines to cancel and substitute flights subject to ground delay programs may be reducing the effectiveness of the control procedure. This phenomenon is analyzed, and alternatives to present policies are discussed
