With the strengthening of China economy in recent years, factors of migrants´ keen inner wishes for changes in life conditions and living environment and so on result in the transboundary movement of Chinese population and the alteration of previous one-way flow. Many migrants flow to Chinese cities. Although migrants would bring certain vitality to Chinese cities, but for such new phenomenon, Chinese city administration bureaus are inadequate of subjective understanding and incomplete administration system. To solve these problems, the overall quality of management personnel should be improved besides related law and regulations, and similar administrative methods should be taken.
