Nowadays the society´s competitiveness lies in the competitiveness of talents, and the university is a place where talents are assembled. It is a serious challenge how to make use of the talents introduced from elsewhere, and to give the rein to their roles. This paper initially proposes that the university should carry out “the balanced management”
