Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

From the perspective of cost effect, environmental cost internalization negatively influences Chinese export. However, it can be helpful to Chinese export from the perspective of innovation effect. Therefore, on the one hand, enterprises´ burdens should be alleviated in order to ease the increasing cost from environmental cost internalization; on the other hand, innovations should be supported, by subsidizing the environmental friendly productions.
