    Based on the Cobb-Douglas production function to introduce the human capital variables, this study adopts the data of Heilongjiang Province from 1990 to 2008 and utilizes the Eviews6 software to complete the model which parameters estimated farmer investment in human capital effect on agricultural growth in Heilongjiang Province. An overall regression analysis of the data showed that famer human capital effect on Agricultural growth for agricultural output is not very obvious as expected in Heilongjiang Province. The Chow test results show that human capital has a structural impact on agricultural outputs and the breaking point is the year 2000. Farmer increase investment in human capital will not only improve the productivity of human capital itself, but also can improve the productivity of other factors of production, particularly when the promotion of science and technology aspects agricultural growth. Therefore, we recommend that the Government increases the policies of human capital investment projects and financial support, strengthens information services and policy guidance for the farmer and ensures the agricultural modernization and the growth of the rural income.
