Abstract
This paper proposes a packet scheduler for high speed downlink packet access (HSDPA) systems. In designing the scheduler, we consider the delay constraint of packets from the user´s point of view and throughput performance in whole systems, as well as the throughput fairness between mobiles. The performance of the proposed scheme is evaluated by simulation.
