Abstract
This paper provides a scheme for self-configuration of a neighbor cell list (NCL) in long term evolution (LTE) systems. Especially, an initial NCL configuration scheme is proposed. In traditional systems, a system operator manually determines NCL and uploads it into a base station, which is not efficient in many respects. By utilizing E-UTRAN NodeB (eNB) scanning, initial NCL can be autonomously generated reflecting the real radio environment. We also investigate the effect of "the neighbor cell decision threshold" and "cell types" on the NCL configuration performance. Simulation results show that the proposed approach is an effective and feasible solution for self-configuration of the initial NCL in mixed self-organizing networks.
