Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Green barrier is a combination of international environmental management and international trade. But it includes rational green barrier and irrational green barrier and WTO accepts rational green barrier which accords with its competition policy. China may judge whether the green barrier is rational or not according to the competition policy of WTO and then complain against the irrational green barrier and construct native rational green barrier under the framework of WTO.
