Abstract
There are growing IEC61850 based substation (switchyard) protection, control, and automation systems built in the world. This paper highlights the essential and basic aspects of implementing IEC61850 GOOSE Messaging and necessary logic programming on protective relay IEDs to achieve system protection and control for a nearly completed Combined Cycle Power Generating Facilities. During the design phase of the project, some complex power system protections and controls to use GOOSE Messaging and logic programming have been carefully considered and planned. The paper provides a Case Study as an example that gives details on implementing protective relay IEDs to achieve Main-Tie-Main load transfer scheme which includes breaker schematic design considerations, GOOSE messaging application, control circuit supervision, IED devices logic programming, FAT (Factory Acceptance Test), and operation.
