Abstract :
Currently, electronic government has developed rapidly because it can not only greatly improve the efficiency of government but can also provide satisfactory service to citizens. However, there are various inherent risks in electronic government. One of the most significant risks is data safety. The general principle for constructing safe electronic government is put forward. And a model of E-Government management based on data encrypt is built, in which, data encrypt identity is used to check the technique password. It proved that the method can help E-Government to realize the data safety.
