Abstract :
This paper presents a motion-compensated wavelet video coder applicable to VBR transmission where constant distortion coding at minimal rate is desired. The R-D optimization is achieved by jointly optimizing the coding parameters in both the variable block size motion estimation and the region-based embedded wavelet coding of the residual. Experiments are performed by matching PSNR profiles from TM5 and by constant distortion coding using the average PSNR from TM5. Results show that visual quality is maintained at a rate reduction of 22%-29%.
