Abstract :
In this paper, Sound & Sea Technology (SST) staff members describe the Perimeter Security Performance Estimating Toolset (PSPET) and its application to waterside facility environments. The SEKURCOSTTM software system that implements this process will also be described. This process description includes the application of modern GIS and imagery analysis toolsets, and the process by which local climate, terrain, and vegetation data will be incorporated into the perimeter security cost and performance estimates. The incorporation of waterside barriers and detection systems will also be presented. Typical results from analysis and application of this methodology to a representative waterside facility are summarized. The paper concludes with a summary of the lessons-learned, benefits, advantages, and limitations derived from the application of this process methodology.
