Abstract
This paper provides a methodology for the design and control of wireless access systems supporting data traffic subject to a guaranteed quality-of-service (QOS) as defined by three metrics: call blocking probability, cell overload probability, and probability that the available wireless bandwidth per mobile is less than some specified threshold. We utilize the cell-cluster based wireless call admission control concept and provide a scheme which can be used to traffic engineer cellular networks, and to perform call admission control such that once a call is admitted to the system, it will enjoy a predefined QOS independent of Erlang load conditions
