Yangtze River Delta Region is becoming a global city region with international influence and competiveness. Today it is time to study the gap between China and advanced countries and to analyze the concrete internal causes of import-export administration problem. The article evaluated the places of Singapore, Hong Kong and Shanghai in the Enabling Trade Index (ETI), which is developed by World Economic Forum. Results show that there is a number of underlying weaknesses in Chinese trading regime, such as time-consuming, too many documents and rather low quality of transport infrastructure it also found out the essential cause is low availability and use of information and communications technologies (ICTs) in border administration. The paper concluded with that China is bound to make an Institutional Innovation.
