Under the background of existence of administrative pattern of department division and region division on water resources and water environment, the water resources system of combining river basin management with administrative region management, which was stipulated in Water Law 2002, was a hard-won achievement. By taking this as an opportunity, it gradually carried on promoting legislation for river basin management, making up for the deficiencies caused by lagged administrative system reform through legal means, and it has made significant results on water resources management without changing the nature and status of river basin management institution. The practices of China and Japan showed that it could be effective in charge of coordinating multidivisional separate management on water resources by relying on legislation. So quickening and advancing legislation for river basin management can make up for the deficiencies caused by lagged system reform in time and achieve the sustainable development of water resources, and also lay the foundation for the improvement of system.
