Service outsourcing is not only an approach of resource integration, but also an important way and a development model to establish modern industrial system in the evolution of international division. Using the attractive model of outsourcing base, this paper scientifically evaluates the development environment and potential of outsourcing in Chengdu. Through research on the five aspects, including human resources, infrastructure, external operating environment, industry effects and the supporting mechanism, we conclude that Chengdu is a preferable outsourcing base. Separating value chain, deepening division of labor and promoting specialization are all important ways to revitalize regional economy and build modern industrial system.
