Abstract
Design and operating principles of experimental set-up for measuring superlow dielectric losses at temperatures 4.2-0.6 K are presented. The results of model experiments in a millimeter waveband at low temperatures are presented too. The set-up consists of the "top-loading" closed cycle evaporation refrigerator of 3He and the electrodynamical module. The module contains the sample under study which is shaped as open dielectric resonator on whispering gallery modes. The magnitude of losses is detected by analyzing both the width of resonant curve and the time of response of the resonator to the high-frequency pulse.
