After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper analyses the general characteristics of the floating population in Wuhan in hope that it could help us find some special laws concerning the floating population in Wuhan, to get a better understanding of the development law of the floating population in this city in a macroscopic view, to enable the government to play a more positive role in human resources distribution so as to boost the coordinated development of population on one side and the society and economy on the other side.
