In order to cope with the challenges and opportunities in the new century and to strengthen cooperation of partners to achieve win-win process, this article has conducted a thorough analysis on the possible cooperative obstacles which may be caused by every participant under the partnering model based project management and thus put forward some cooperative and effective measures and therefore has set up a Conflict Management System. Eventually, a win-win achievement can be obtained once each participant can hold a strong cooperative spirit and courage and show respect to each other with mutual trust and effective communication.
