These years, various kind of crisis occurs again and again. For example, the WengChuan earthquake, the Hong Kong bus hijacks, the Luan Chuan arch bridge collapses of Henan province etc. The outburst crisis management theory and reply measure of it is still lacking at present in Henan province and China. This paper is aimed at inquiring into on the outburst crisis and the foundation of the basic concept of outburst crisis reply management, and the angle from crisis basic characteristic has been expounded the intension of outburst crisis reply management. Having analyzed the present situation of outburst crisis management of Henan province. The four grades organizations and three intercross management method and the five stages of crisis early warning system implementation process of Henan province have been given out. The outburst crisis reply management system and outburst crisis management early warning system model has been worked out. The theory method of outburst crisis early warning and reply of Henan province has been schemed out.
