The orientation of university from a legal point of views is the choice of powers and rights. This choice reflects the game of Order and freedom in legal value. The study of the university orientation should establish the coordinate system that reflects the main features of the university. By orienting between powers and rights, leading the rights of university of conscious, training the university of freedom value, is to realize the unified balance of Order and freedom that pursued by the university.
