Managing software development process has been widely recognized as a critical domain for project success both within and outside of IT profession. Unfortunately, this process has been everything but smooth in practice. Many software projects are chunked out at extremely high costs and with painful delivery. Although IT professionals are now equipped with better developing tools and better management knowledge, this challenge has yet been overcome. There are still plenty of software project failure stories around. In this paper, we investigate the development case where software project is contracted to outside professionals. We find that, by leveraging delivery pace and cost performance measurement, software client and software developer can reduce their risks and improve their payoffs in the trade. In other words, high cost and slow delivery represent management dynamics in this kind of software development process.
