Industrial cluster provides a good environment to collective learning among cluster members. This paper probes the mechanism of knowledge affecting collective learning based on the characteristics of knowledge resources in the industrial cluster, proposes the content and characteristics of cluster collective learning, analyses the effective paths of constructing the cluster collective learning. Collective learning in industrial clusters helps the accumulation of the knowledge base and the improvement of innovation capacity and thus the competitiveness of the whole cluster will enhance. To ensure the healthy flow of the knowledge industry clusters and competitive advantage in the industrial cluster, it is important to establish the mechanisms of collective learning whose key factors include improving the learning ability of cluster enterprises, creating good atmospheres of cluster learning, building knowledge exchange platform, and improving active policy support and guidance.
