After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

A set of thorough pay system is the key to business in order to effectively attract, retain and motivate staff and to make staff continue to dedicate to the enterprises. In China, for some enterprises, especially the private enterprises, the pay structure design is considerable arbitrariness and brought many of problems. The paper analyses the current situation, problems and causes of the problems about the pay system carefully taking a certain house supplies enterprise in Shijiazhuang as example, and gives some reasonable suggestions to the enterprise from macro and micro aspects.
