Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The issue of energy is related to economic development, social stability and national security. Nowadays, the amount of China´s total energy consumption and per capita consumption has grown significantly, but the situation of energy is not optimistic. Global climate change caused by greenhouse gas which is emitted by energy activities again warns us the fact that it is urgent and vital for China, which has a large population and a severe lack of per capita resources, to exploit new energy-the strategic peak and make implement low-carbon energy strategy of which is beneficial to both economic and environment.
