Abstract :
This study aims to propose a simple calculation method considering road network factors and summarized into 6 indexes for evaluation. Shin-hua Township in Tainan County is selected for case study. Firstly, factor analysis is used for the key factors affecting shelter safety and cluster analysis is taken for attributes classification. Then the final results with quantified indexes are showed in GIS with an easy visual map for urban planning review.
