This paper aims to make a research on the competitive strategy selection under constraint of technological regimes. Firstly, it analyzes the characteristic of activities of technological innovation using technological regimes theory; Secondly, By introducing technological factors into the analysis of Porter´s competitive advantage, it proposes Cost-Technology two-dimensional Industrial Classification method on which China different sectors can be divided into four major categories and three grades. Then it proposes competitive strategy applicable to developing countries by considering different advantage and characteristic of these industries.
