State Human Resource Management is also faced with the “modern” to “post-modern” transition; therefore, it is inevitable that there are many conflicts in the state human resource management activities. For example, conflicts under the bureaucratic hierarchy and the contradictions of human autonomy, between independent administration and multiple ethics in the actual management under the principles of administration and politics, these issues are human resource management in state obstacles. Through the analysis of background of the beginning of GHRM and the aims and effect of GHRM, this thesis is to reaffirm the core ethic principle of GHRM — Human Basic Principle, so as to adjust the relationship between the efficiency and fair, and the organization aim and human-self development, to avoid the negative factors which interfere the human management such as the negative effect of traditional hierarchical system and bureaucratic system and freedom system and to provide creative methods to solve the problems of GHRM in actual situation.
