As the main force of technological innovation in China, SMEs lack sufficient technological innovative motivation. This not only seriously affects the survival and development of SMEs themselves, but also directly hampers the realization of the national strategic goal for innovation. According to the Specific form of technological innovation of SMEs — innovation cluster, and combining with the theories of institutional economy and relative business managerial theories as well, the present article makes an in-depth analysis of the causes of inadequate power of technological innovation in SMEs, and points out that the “system” is the source of motivation for SMEs´ technological innovation. Finally, based on the institutional structure, the article constructs a motivation system aimed at motivating SMEs to innovate. It has certain theoretical value and practical significance.
