After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Into the knowledge economy, companies will rely mainly on the development of knowledge and talent, and not just physical capital, especially for Small and Medium-sized enterprise (SME). If SME want to survival and develop in the fierce competition, they must have a competitive advantage in human capital. This article from the perspective of organizational human capital, by describing the relationship between organizational human capital and the core competitiveness of enterprise within the status of human capital management for SME, we proposal to construct core competence strategy oriented by organizational human capital.
