Information industrial cluster, the Silicon Valley of U.S.A, is the most success and typical industrial cluster. This text has analysed the characteristic of Silicon Valley at first, and thought that the good game rule and unique system system, Knowledge-intensive, floating high-quality workforce and perfect entrepreneur atmosphere, the interaction between university, research institution, service organization, government and enterprise is main factors of success in Silicon Valley. In developing our country high and new technology industrial development zone industry experience that may draw lessons from establish the system of perfect risk investment, put forth effort to make it on the basis of studying and competing a group of culture of collection shut, set up sound intermediary system, establish the cooperation in perfect "production, teaching, research" mechanism, etc.
