After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper analyzes the present situation and the existence subject matter of our Private enterprise internal control culture through discussing its action mechanism and strategic target, such as being stereotyped, deficient individuality and so on, then profoundly analyzing the external environment and internal reasons for the forming of these questions, so as to seek countermeasure of them, like optimizing the external environment, enhancing management as well as employee quality and so on, which provides beneficial model for the healthy development of our country private enterprise internal control culture.
