Abstract
In order to minimize the length of time required for emergency relief distribution, the decision-maker always considers damaged road network restoration as a strategy. Focusing on the interrelationship between relief distribution and road network restoration, we provide a transparent and feasible solution for solving optimized road network emergency restoration scheduling for relief distribution. Combining the road network emergency restoration and relief distribution, a combinatorial optimization model is developed in this paper. Consequently, a newly developed genetic algorithm is designed to solve this problem. A case study is presented to highlight the significance of the proposed model as well as the efficacy of solution strategy.
