    Compared with mature market economy countries, China is an emerging market country. It is helpful to better guide the fiscal policy of China´s higher education by analysis of the fiscal policy at the stage of emerging market economy. Based on the fiscal policy analysis of international higher education, this paper argues that in China´s transitional process to a market economy, fiscal policy of China´s higher education should take the principle of cost-sharing, establish multi-channel financing system, give full play to the main stakeholders in China´s higher education development and promote fairness and equality of opportunity in higher education.
