Abstract
The occurrence in recent times of serious blackouts in America and Europe underscores the fact that additional measures are urgently needed to avoid such costly incidents. More effective generation side management (GSM) and demand side management (DSM) services can play an important role in meeting current and future objectives. Flexible electric load (FEL) management is an important example of DSM service. This paper introduces the concept of FEL management and proposes a pilot system model for the development of innovative GSM and DSM services. The example of an innovative Web-based service being developed is given.
