Abstract :
One of the open questions for multirate systems is the requirement for a nonexistence unified analytic technique that can be used to characterize any system. The problem can be solved by means of the spectral analysis technique presented by the authors. This unified characterization technique helps to simplify any investigation of multirate systems by providing an analytic technique. As a result, multirate systems can be tested mathematically before they are built rather than by trial and error. An analysis of the rate-distortion bound of the multirate system is presented to demonstrate the theory
