Abstract
The problem of defining transforms which extend the classical Fourier transform using complex exponentials with nonconstant instantaneous frequency is addressed. These transforms are integral operators that can be windowed in order to provide some smoothing. Assuming local properties on the function defining the operator, it is proved that such transforms are well-defined and can be reduced to Fourier transforms
